The effective actions regarding the hyperlinks:
1. The fewer hyperlinks, the better the text. Readers will lose the attention and interest in the blue-highlighted text with an enormous amount of hyperlinks.
2. The hyperlink in the text should be useful. If a writer mentions something but doesn't explain, the hyperlink should help.
I see the potential weakness then the author put the hyperlink as a part of the text, making it self-contained. It's a big mistake. When writing a brief news summary, the text itself should be self-contained, and hyperlinks just help to get additional information on the topic.
Thus, references (hyperlinks) should be put as an additional source, however, if hyperlinks were not there, the sense of the message should not become any less relevant. First, the text should be written, and the hyperlinks should be put the last.
